Italy is a popular destination for travelers, including smokers and IQOS or Heets users. But how high will be cigarette prices in Italy in 2026? Where can you buy tobacco products? What do you need to keep in mind when smoking in Italy? Read on for the latest information.

Where can you buy cigarettes in Italy?

In Italy, you will not find cigarettes in supermarkets or gas stations.

Cigarettes are only sold in tobacco shops with a special license, known as Tabaccheria. These shops are recognizable by a “T”. In most cases, you can also play the lottery and pay fines, taxes, and fees there.

Some bars also have a tobacco license. These bars can be identified by the “T” and are often open late into the night. On highways, cigarettes can be found at rest stop cash registers.

Cigarette vending machines

The sale of tobacco products to minors is prohibited. Therefore, cigarette vending machines only work with the Italian health insurance card, the Tessera Sanitaria. You may be able to ask someone to buy cigarettes for you from the vending machine. “Sono turista e non ho la Tessera Sanitaria. Mi può comprare un pacchetto di … per favore?” Translation: “I am a tourist and do not have a health insurance card. Could you buy me a pack of …?”

In the evening or at night, it is often difficult to find a place to buy cigarettes.

Smoking in Italy: Rules, Bans, and Fines

In Italy smoking is generally prohibited in public accessible buildings, except in designated smoking areas. It is illegal to smoke in bars, restaurants, hospitals, offices, airports, train stations, and vehicles, such as buses and trains. While smoking is permitted outdoors, discarding cigarette butts is prohibited.

In most hotels in Italy, smoking is prohibited not only in public areas but also in rooms. However, some establishments offer dedicated rooms for smokers.

Some municipalities have special smoking bans in parks and on beaches. Smoking is also prohibited in areas where there is a fire hazard, such as forests, and, of course, at gas stations.

Additionally, smoking is prohibited in cars carrying minors or pregnant women.

Fines can range from €27.50 to €275, or up to €550 if children or pregnant women are present.

Cigarette prices in European comparison

Cigarette prices in Italy are 20–25% below the EU average. For example, a pack of 20 Marlboro cigarettes currently costs 6.50€.

If you are traveling in northwestern Italy, it may be worth taking a trip to one of the duty-free zones. In the Italian duty-free zone of Livigno and the Swiss duty-free zone of Samnaun, all tobacco products and spirits are cheaper. The usual duty-free allowances apply to imports into the EU.

Heets in Italy: Prices and Availability

IQOS products and Heets are widely available throughout Italy. They can be purchased in many tabacchi shops and in specialized IQOS shops in large cities.

Prices for Heets in Italy are around 10–15% cheaper than the EU average. The sale of devices and sticks to minors is prohibited.

Vaporizers

Vaporizers are sold everywhere in Italy. You can find them at gas stations, electronics stores, and cannabis shops, for example. You can search for “vape” or “sigarette elettroniche” on Maps.
